Organization Structure
The Managing Director oversees five divisions of the company: Survey and Design & Geo-
Technical Division, Technical Division, Marketing and Finance Division, Administration -
Personnel Division, Inspection Division and Supervision Teams are varied depending on the
project gained in each period. The projects assigned to LTEC become the responsibility of the
Managing Director for all phases of the Project. The Managing Director will ensure that Client
needs and expectations are met in a timely and cost effective manner including all coordination and
information flows.
Background
Lao Transport Engineering Consultant (LTEC, former
known as CDRI) is a multi - disciplinary consultancy
firm. Established since 1982, as a specialist in
Transportation Engineering field. In 1987 LTEC was
named as Communication Design and Research
Institute (CDRI). In 2002 CDRI has renamed to Lao
Transport Engineering Consultant (LTEC). LTEC has
undergone active diversification over the year, playing
pioneering role in many areas of services. In New
York, June 2004 LTEC was recognized with the Gold
Category Award from the Business Initiative
Directions, an international organization representing
worldwide business that promote successful and
innovative management practices. The International
Quality Summit Award selection criteria is based on
principles of the T.Q.M, under the title of QC 100. In
2006 LTEC has been found to conform to the Quality
Management System, as ISO 9001:2000 standard, In
2018 the QMS has been updated in conforming with
ISO 9001:2015, which cover all services of LTEC.

The firm currently has in its employment over 180 Professional in Engineering, Management and
support staffs were graduated from various educational institutes in national and international.
Extensive use of computers and application of advanced computing techniques form an integral part
of the firm’s activities. The staff resources of LTEC cover the full range of services offered by LTEC,
and staffs are well equipped with modern facilities including appropriate computer software and
hardware. Training and human resource development is an important aspects of many assignments.
LTEC has therefore established user friendly training facilities at its Head Office and also provides
on job training.

Computer Facilities (Hardware and Software) in LTEC has provided sufficiently for every
section to enhance the operation of works fast and accuracy, data storage and retrieve,
especially in the engineering works sections such as data analysis, calculation and drawings
preparation. Computer hardwares are currently available comprises of Desktop PC, Laptop,
Printer, Plotter, Scanner, etc.,.The building of LTEC’s head office has installed LAN, WiFi for
sharing data and internet connectivity. LTEC has also provided laptop and pocket WiFi for
survey teams and engineers when working in remote area and during field activities.

Infrastructure and Transportation facilities as LTEC has owned are as presented in the
following :Building for office spaces and facilitation: LTEC has building for head office ,
building for engineering works, laboratory all are located in Vientiane Capital, and branch
office including dormitory in Pek district central province of Xiengkhouang, furniture and
utilities are installed sufficiently in all buildings.
Transportation facilities: LTEC has sufficiently vehicles and motorbikes for supporting field
activities and administration works

LTEC has been active for many years with in the geo-technical work, and has developed and
method especially suited for investigation and sampling. The investigation including studies, field
investigations and laboratory testing of foundation condition to provide data for detailed design.
LTEC has sufficient equipment for soil and rock drilling such as UKB 50, STP and KOKEN to
identify and assess the condition of underground structures. LTEC’s Soil and Material Testing
Laboratory is a wholly owned in house facility to support the firm’s effort to provide
comprehensive service to its Clients. The laboratory is well equipped and well staffed. Valuable
experience has been gained through thousands of small and major assignments in Lao PDR.

Environmental and Social ( E & S ) is one of important subjects in a project is correlated
with all infrastructure development, LTEC has organized a Section of Environmental and
Social Impact Assessment (ESIA), and has officially registered license of this service. LTEC
